1. " Get a Rag or cloth with cleaning chemicals and clean off the mold effected areas".
What's the big deal you say?
Well here's the big deal.
When you take your chemical cleaner ( any type of cleaner) and apply it to a rag/cloth and then start to clean something majical happens. As you reach the mold , the mold senses the chemicals and shoots spores out to other areas to protect the colony from extinction.
It's almost like Star Trek trying to defeat the klingons ( I hope I spelled that right, any Star Trekkies out there?) and they shoot their offspring out to protect their colony from Captain Kirk trying to destroying them.
Anyway, the point is, cleaning mold on the walls the conventional way( cloth and cleaner) doesn't work. It will actually increase mold growth in other areas in the room.

2. " Don't repair the crack in the exterior wall now, just clean the mold on the interior office wall.
For those of you reading this that don't get the point right away here's a little tip. For mold to grow, it needs basic ingredients.
1) Food such as drywall, dust , organic materials, etc.
2) Moisture such as water or high humidity
That crack in the wall I was just talking about, is like a little aquaduct for bringing in water when it rains.A leaky pipe or a leaky roof can also be a source of moisture, that will increase the mold population.
So to avoid a furthur mold issues, you will need to solve the moisture issue first, then examine the mold removal plan.
3. " Let's hire a mold remediation guy and our troubles will be over"
Almost, but not exactly. All though there are no legal laws pertaining to mold removal, there are guidelines that the legal system does use as a bench mark. Those guidelines are:
1) IICRC S-520
2) NY Health Department Guide Lines for Mold Removal
All though the guide lines are extensive, the basic questions it does answer is
1) When can you perform the remediation( removal ) your self ?
2) When to hire a mold remdiation company,
3) When you need to hire an Industrial Hygientist
To avoid legal troubles, the best way to go is to hire an Industrial Hygientist ( IH ). The IH performs pre-tests to determine if the levels of mold is harmful, description of exactly what to do to remove the mold ( protocals) and a clearance test to make sure that the area is safe to occupy.
The great advantage of hiring an IH, is that if anything goes wrong ( mold grows after the clearance test) the IH becomes responsible for any issues that may arrise from the mold issue.
